story: Mayor Art Washington, or "the Whistler" to those who watch his walk through town every late afternoon but don't know his name, is a quiet, solitary man. He's rarely seen in any company but his own except during what business he has to conduct at town hall. Those whose eyes he catches or who offer up greetings are given the tip of his hat and a brief, congenial smile. He might even make pleasant small talk about local social events, the fishing conditions or the weather, if he finds himself content to be still a spell, but that never lasts long.
Those who can sense magic, however, will understand with very little effort that Art isn't someone to be trifled with. He's much older than the fifty-odd years his physical appearance suggests; much older and much more powerful.
Art's final assignment with the US Navy was with the surveying crew that Nowhere Island founder Lt. Charles Wilkes lead in the mid-19th century. He was to retire afterward, and retire he did, right there on the island, which he hasn't left since.
The old wizard didn't need much. Even after the time came at which it was necessary to falsify his death and forego his military pension in order to maintain the illusion of a realistic human lifespan, he made due. He took what he could from the land around him. He kept a small garden. He worked as a fishing guide, freelance. At some point in the early 1960s and much to his chagrin, he was nominated for and subsequently appointed to the town council. He took over as town mayor in the mid 1970s.
There were two different oaths that he was required to take the day he was sworn into office. One that went on the record. One that didn't. The one that didn't is the one that hangs heavier on his shoulders. Still, what must be done... must be done. It's for the greater good, after all.
